Go to apps, filter by ‘extra’, search for ‘Quotations from sheet’, and install the module

Create a new quotation from your spreadsheet using the menu on the sales app.

Select the file to import. You can download an example file to edit and use as template.
Using the example file like the following one:

Will create a quotation as follow:
Add lines to quotation. To add lines from a spreadsheet you have a button from the form view which will open the wizard to import the lines

Notice how the wizard will prefill information for you, from here you can select the file containing your template and import the lines to the quotation.
