Can't select delivery methods if Destination Available is set and partner is new and not has address

We tried testing the same thing in a fresh db at our end but not able to reproduce the issue. Have a look at the attached video. We might need to look at it in your environment. Kindly prepare a test environment and share the web login + ssh so that we can find the issue. Can't select delivery methods if Destination Available is set and partner is new and not has address
When a new user try buy, but has not address(country,state or zip), but delivery methods has Destination Available set, delivery method are not loaded when user select your new address
