You need to allow access to create purchase order from manufacturing order for specific userse
You can see create purchase button on manufacturing order
When you click on button wizard will open with all raw materials products, you can change it if you want.
Purchase Order created for raw materials and linked with manufacturing order
You can see purchase order created with source document and all products
When you confirm purchase and receive all products
now you can see all materials available on manufacturing order
