Size Restriction For Attachments
If the attachment is larger than the user's allowed attachment size, an error message is displayed.

Go to users and then preferences. Enable set restriction if you wish to restrict a user's access to attach files.
Set Maximum Size.
Set maximum file size in MB which the user can upload.
