Set Limit on Internal User Creation
This Module will allow users to set a user creation limit for an Internal User on the odoo.conf file.
Most advance restrictions for user creation. You can define the maximum limit on your odoo.conf file and control the number of active internal users.

Here, You need to Go to your odoo.config file and need to add one parameter called 'user_limits' as per the below screenshot.
e.g; user_limits = 4
You can replace 4 with as per your choice, then the number of users that you want to keep active at a time.
In the below screenshot, you can see that are total of 4 internal users have already been created. and we have defined the limit in odoo.config file is 4.
Once you try to create a new Internal user if it exceeds the limit which you define in odoo.config then it will raise the warning like below.
This limitation is only for the User Type with the Internal. You can able to create an end number of Portal and Public Users.
